Plaintiff Fannie Owens appeals the district courts summary judgment affirming the Social Security Administrations determination that she was ineligible for Supplemental Security Income (SSI) benefits due to excess resources. Because the administrative law judge failed to articulate the standard upon which he based his decision, or to pass on the critical issue of the claimants credibility during her administrative hearing, we are unable to determine whether his decision had a rational basis or was based on substantial evidence. We therefore reverse and remand for further findings at the administrative hearing level.
